2025년 1월 4일 오전 7시 55분경, 경상북도 칠곡군에 위치한 한 축사 보강공사 현장에서 작업자가 지붕 위에서 작업 중 밟고 있던 지붕재가 파손되면서 약 4미터 아래 바닥으로 추락하여 사망하는 사고가 발생하였습니다. 이 사고는 지붕 작업 시 안전 관리의 중요성을 다시 한번 일깨워주는 사례입니다.

1. 사고 원인 분석

해당 사고의 주요 원인은 다음과 같이 분석될 수 있습니다:

1) 지붕재의 취약성
작업자가 밟고 있던 지붕재가 충분한 강도를 갖추지 못해 작업자의 하중을 견디지 못하고 파손되었습니다. 특히, 채광창이나 섬유강화플라스틱(FRP)과 같은 약한 재질의 지붕은 작업자의 무게를 지탱하기 어려워 추락 위험이 높습니다.

2) 안전 장치 미설치
지붕 작업 시 추락을 방지하기 위한 안전난간, 추락방호망, 안전대 등의 안전 장치가 설치되지 않았거나, 설치되었더라도 적절하게 사용되지 않았을 가능성이 있습니다.

3) 작업자 안전 교육 부족
작업자가 지붕 작업 시 발생할 수 있는 위험 요소와 이에 대한 대응 방법에 대한 충분한 교육을 받지 못했을 수 있습니다.
 
 

2. 사고 결과

이 사고로 인해 작업자가 약 4미터 높이에서 추락하여 사망하는 중대한 인명 피해가 발생하였습니다. 이는 작업 현장에서의 안전 관리 소홀로 인한 비극적인 결과로 기록됩니다.
 
 

3. 안전 대책 및 예방 방안

이러한 사고를 예방하기 위해 다음과 같은 안전 대책을 철저히 준수해야 합니다:

1) 지붕재의 강도 확인 및 보강
지붕 작업을 시작하기 전에 작업할 지붕재의 강도를 철저히 확인해야 합니다.
강도가 약한 재질로 덮인 지붕 위에서 작업할 경우, 충분한 강도의 발판을 설치하여 작업자의 하중을 분산시켜야 합니다.
 
 
2) 안전난간 및 추락방호망 설치
지붕 가장자리에는 안전난간을 설치하여 작업자의 추락을 방지해야 합니다.
안전난간 설치가 어려운 경우, 추락방호망을 설치하여 만일의 추락 시 작업자의 안전을 확보해야 합니다.
 
 
3) 안전대 및 안전모 착용 의무화

1. Analysis of Accident Cause

The main causes of the accident can be analysed as follows:

1) Fragility of roofing materials
The roofing material that the worker was stepping on was damaged because it did not have sufficient strength and could not withstand the load of the worker. In particular, roofs made of weak materials such as skylights and fiber-reinforced plastic (FRP) are difficult to support the weight of workers, so there is a high risk of falling.

2) No safety device installed
There is a possibility that safety devices such as safety railings, fall protection networks, and safety belts to prevent falls during roof work are not installed, or even if they are installed, they may not have been properly used.

3) Lack of worker safety training
It is possible that workers may not have received sufficient training on the risk factors that may arise during roof work and how to respond to them.



2. Accident result

The accident caused serious casualties in which workers fell from a height of about 4 meters and died. This is recorded as a tragic result of negligence in safety management at the work site.



3. Safety measures and preventive measures

The following safety measures must be thoroughly followed to prevent such accidents:

1) Check and reinforce the strength of the roofing material
Before starting roofing work, you must thoroughly check the strength of the roofing material to be worked on.
When working on a roof covered with a weak material, a footrest of sufficient strength should be installed to distribute the load of the worker.


2) Installation of safety railing and fall protection network
Safety railings should be installed at the roof edge to prevent workers from falling.
If it is difficult to install a safety railing, a fall protection network should be installed to ensure the safety of workers in case of an emergency crash.


3) Mandatory wearing safety belts and safety helmets
